Organization and administration of Port Authorities    EN

Until the beginning of the construction of modern port facilities in Varna the port service in the city had been governed by the customs authorities.

After the start of construction there appeared the need for the establishment of a separate port authority. It was formed in 1898 after the adoption of the “Law on the Police in the Coasts and Ports of the Principality of Bulgaria”. Since 1901 the captain of the port was being appointed by the Ministry of Public Buildings, Roads and Communications. The self-sustained port service of the Varna Port has existed since 1903 when it was separated from the Customs and is was given to the Department of Railways and Roads to the Ministry of Railways, Posts and Telegraphs. In 1907 special rules regulating the operation of ships and the handling of goods in the Bulgarian ports were adopted[1].
